I just picked up an 1982 Newport that has a jack plate on it.

Any tips or recommendations for replacing this jack plate with a boarding ladder? It is mounted with 2 bolts that go all the way through the transom and hold a tie down winch on the inside.

Do you mean an auxiliary motor bracket when you say jack plate? Jack plates are normally associated with mounting the main outboard or outboards to the transom as a way of making small adjustments to the mounting height.
