I was changing the gear lubricant in my 2001 Evinrude 225-HP FICHT, and I was only able to [pump] about 16-ounces [of new lubricant into the gear case] when [lubricant] started flowing out of the top hole. What gives? Everything I look up says 34-ounces [of lubricant is contained in the gear case].

Did you follow the proper procedure? The procedure is demonstrated in a recorded presentation produced by the manufacturer and published at

The presentation warns:

If you don't follow the correct procedure, you may not fill the gear case completely, and internal gear case components will be severely damaged.

This is probably "what gives."
