I would use s/s through bolts, nuts and washers.... screws will come loose after a while...

I'm not sure how to bolt , when I don't have access to the other side of the floor

I would use #12 pan head s/s sheet metal screws About 1 1/2 inches long. Pick up a small tube of 3M 5200 adhesive sealant, and drill new holes (don't use the old holes), fill them with the sealant, and attach the pedestal. They will never come loose. Always keep things simple.

Use a countersink to chamfer the hole after drilling. It will help prevent hairline cracks radiating out from the hole.
