[The author tells us he is] looking at a 1987 Whaler 13 to purchase and restore. The wood has all been removed and replaced with [KING StarBoard]. I noticed all around the rub rail the hardware is coming loose, and the fiberglass is separated from the top and bottom, with the foam exposed starting at the bow and in other various places. Is this an easy fix?

With so many nice Whalers out there, I would pass on the one you describe. It sounds like it has had a hard life..

A Boston Whaler SPORT 13 made in 1987 would have had the two-piece track rub rail with vinyl insert. This conceals the hull-liner joint. You can buy rub rail replacement kits.
