While in my [1976 Boston Whaler REVENGE 21] boat last weekend, the rubber stripping [perhaps means the vinyl insert in the rub rail] around my boat detached in the starboard side from the middle of the boat through to the back corner. I am wondering if I should epoxy the stripping or if I should replace it around the whole boat.

I believe you are asking about the vinyl insert in the rub rail. I do not recall that Boston Whaler has made any boats with a rubber stripping that went around the boat.

I think the commercial hulls had a heavy duty black black rubber rub rail.

On those old OUTRAGE 21 or REVENGE 21 hulls there is a rather wide rub rail cap. I'd check with Twin Cities Marine in Wisconsin for a replacement part. Usually you can pop the vinyl cap back into the rail holder. I am not certain how the rub rail is attached on the c.1976 21-foot hull. Generally it would be more elegant to replace the whole rub rail section if one part of it becomes damaged.
