I've had an ocasional problem with stalling at trolling speeds that would go away when I used Seafoam. Then recently I lost about 200-RPM off of WOT. While doing a de-carb I ran my hand along the fueline feeding the motor and found a slice on the underside. Could this cut do any damage to the engine? Yes, I've cut and reconnected the line.

You may have been getting some air sucked into your fuel line. This could account for the loss of maximum engine speed and other problems you noted.

An engine running with aerated fuel will probably be running a little lean. Running lean means higher cylinder temperatures, and that is not good.
