Most of the outboards I've seen have fixed jet carbs. There may be a kit or alternative jet to install [to adjust the fuel-air mix ratio]. But, I don't think there will be a simple solution [to adjusting the fuel-air mixture ratio in a carburetor].

If you look in the Mercury dealer's Parts Microfiche (or whatever they use now), you'll find optional jet sets for use at altitudes above 5000 feet. BillS
