I have a 1966 13-foot Boston Whaler boat with a 2005 Mercury 25-HP Bigfoot. The maximum engine speed should be between 5,500 and 6,000-RPM. I am only getting 4,500-RPM. Throttle seems to be working properly. The current prop is an 11-pitch. A portable tachometer showed that mine is reading about 400-RPM low--not sure if tachometer is set up correctly. An 8-pitch propeller was tried and there was no change in RPM, just reduced top speed. This 8-pitch prop is about 2-inch bigger in diameter. Maybe too drastic a change? Any thoughts? Help would be greatly appreciated.

Pole is set wrong on tach.
