I am not sure what you are asking in terms of the intention of the design of the boat. As far as I can judge, in 1988 when someone designed a boat to be powered by an outboard engine, they designed it to be used with the outboard engines of that time.
In 1988 Boston Whaler did not specify a maximum engine weight. When a maximum horsepower rating was given in 1988, the best inference about the maximum engine weight that can be made today is to assume the maximum engine weight is the weight of an outboard engine of c.1988 that had 100-HP, or about 300-lbs.
